Legislation for Alternative -Transportation Infrastructure.

In Toronto there is no transportation balance because there has not been Mobility management to decrease auto-travel  gridlock  and  reduce carbon dioxide emissions.  There has been no  vision  on Alternative/Complementary  transportation  and  the  economic,   health,  environmental, and  social benefits  to  society.  Both levels of government have overlooked and undervalued  costs and benefits, in conventional transport economic evaluation.

Objective
